It will come up later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Things were looking good for America\u2019s women suffragists in May 1919, when the 19<sup>th<\/sup> Amendment to the Constitution, which would make a woman\u2019s right to vote official in the U.S., came up on the floor of the House of Representatives. The 19<sup>th<\/sup> needed a two-thirds majority to pass, and no Hail Mary, last-minute maneuvers were needed\u2014it sailed to approval by a margin of 304-89, a full 42 votes more than the two-thirds needed.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><a href=\"https:\/\/www.archives.gov\/files\/exhibits\/featured-documents\/amendment-19\/images\/amendment-19-l.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.archives.gov\/files\/exhibits\/featured-documents\/amendment-19\/images\/amendment-19-l.jpg\" alt=\"\" width=\"447\" height=\"667\"\/><\/a><figcaption>House Joint Resolution 1 proposing the 19th amendment to the states<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Suffragists and supporters were a bit more nervous when weeks later, in June, the Senate had its chance to vote. But while the vote was much closer, the amendment passed 56-25, just two votes over the two-thirds majority needed.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><a rel=\"noreferrer noopener\" href=\"http:\/\/womensvote100.shop\/\" target=\"_blank\">WomensVote100.shop<\/a><em>\u00a0\u2013 Celebrate the 2020 centennial of the 19th Amendment by supporting the work of\u00a0<\/em><a rel=\"noreferrer noopener\" href=\"http:\/\/womensvote100.org\/\" target=\"_blank\">WomensVote100.org<\/a><em>.<\/em> The shop opens Friday, Nov. 29, 2019.<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Even with the blessing of Congress, supporters of the 19<sup>th<\/sup> couldn\u2019t celebrate quite yet. The Amendment was sent to the states for ratification where, before it could be officially added to the Constitution, it had to have the support of three-quarters of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It took only six days for the first three states to sign on, and three more ratified it shortly after. By March 1920, 35 states had officially supported the 19<sup>th<\/sup>\u2014only one state less than what was needed.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><a href=\"https:\/\/cforbesinc.com\/wp-content\/uploads\/2019\/11\/499px-Burnin1918.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cforbesinc.com\/wp-content\/uploads\/2019\/11\/499px-Burnin1918.jpg\" alt=\"\" class=\"wp-image-27987\" width=\"250\" height=\"360\" srcset=\"https:\/\/cforbesinc.com\/wp-content\/uploads\/2019\/11\/499px-Burnin1918.jpg 499w, https:\/\/cforbesinc.com\/wp-content\/uploads\/2019\/11\/499px-Burnin1918-277x400.jpg 277w\" sizes=\"auto, (max-width: 250px) 100vw, 250px\" \/><\/a><figcaption>Harry T. Burn in 1918,<em> Public Domain<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The last domino didn\u2019t fall easily, and this is where Mr. Burn\u2019s name comes up in a very big way. The American South was a stronghold of opposition to the 19<sup>th<\/sup> and seven southern states, including Virginia, had voted against the Amendment before the Tennessee legislature took up the issue in August 1920. Tennessee was the last state that would be voting that year, making it the last hope for suffragists for at least months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While some say that Mr. Burn\u2019s role has been somewhat embellished over time, the fact is that the issue had largely come down to the results in Tennessee and lobbyists on both sides were working furiously to influence the vote. The outcome was too close to call, and Nashville was deep in suspense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burn, who was only 24, originally voted to postpone the vote until the next legislative session, but a late change of heart by others brought the issue to the floor and forced the vote.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><a href=\"https:\/\/teva.contentdm.oclc.org\/digital\/api\/singleitem\/image\/p15138coll27\/72\/default.jpg?highlightTerms=tennessee%20general%20assembly\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/teva.contentdm.oclc.org\/digital\/api\/singleitem\/image\/p15138coll27\/72\/default.jpg?highlightTerms=tennessee%20general%20assembly\" alt=\"\" width=\"365\" height=\"274\"\/><\/a><figcaption>Women&#8217;s suffrage ratification in the Tennessee Senate chamber,<em> Tennessee Virtual Archives<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">When it came time for Burn to cast his vote, the legislature was locked in a 48-48 tie. He surprised many with his \u201caye\u201d vote and later told others that he was carrying a letter from his mother in his suit pocket, telling him to be \u201ca good boy\u201d and urging him to support the 19<sup>th<\/sup>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He later explained his vote this way: \u201cI knew that a mother\u2019s advice is always safest for a boy to follow and my mother wanted me to vote for ratification.
